Ukrainian officials said an overnight missile attack on a residential tower and a recreation center in a coastal town southwest of the Black Sea port city of Odessa killed at least 19 people and wounded dozens more.

According to Ukraine’s State Emergency Service, one of the missiles hit a nine-story residential tower in Bilhorod-Nistrovsky, about 50 miles southwest of Odessa, killing 16 and injuring at least 37. Another hit the entertainment center, where three were killed and one was injured, officials said.

According to the regional military administration, rescue teams completed a search for bodies at the tower, which was home to more than 100 people and which was destroyed on one side. Officials said they were still walking through the rubble of the recreation center. The missiles hit around 1 a.m.

Kremlin spokesman Dmitry S. Peskov on Friday again denied that Russia was targeting any civilian infrastructure. “I would like to remind you again of the words of the President of the Russian Federation and the Commander-in-Chief that the Armed Forces of the Russian Federation are not working against civilian targets during a special military operation,” Mr. Peskov said in his daily conversation with journalists. in the conference.

Russia’s targets, he said, include ammunition and weapons depots, plants manufacturing and repairing military equipment, and places where “foreign mercenaries” and “nationalist elements” are based and trained.

Details of the missile strikes could not be immediately verified.

The attacks came after Russian troops withdrew from Snake Island in the Black Sea, about 20 miles off Ukraine’s southern coast, after repeated attacks by Ukrainian forces. The withdrawal was expected to weaken Russia’s control over the important grain shipping lane from Odessa.

Odessa has long been the name of the President of Russia, Vladimir V. Putin, whose military has continued to demonstrate a willingness to target civilians during the war. Past Russian targets have included a theatre, a maternity hospital and people waiting in line for bread,

At least 18 people were killed in a Russian missile attack on a shopping mall in the industrial city of Kremenchuk in central Ukraine on Monday. The Group of 7 leaders meeting in Germany called the mall attack a “war crime” in a statement.

In the early weeks of the war, Odessa was largely spared from high-casualty attacks on civilians battered by other Ukrainian cities. Attempts by Russian forces to march west along the coast and capture the city were hindered by Ukrainian resistance and military issues.
